Welcome to COBWRA’s Web Site!
The Coalition of Boynton West Residential Associations (COBWRA) is a not-for-profit civic organization representing the residential communities in unincorporated Palm Beach County west of the City of Boynton Beach. COBWRA member communities are homeowners associations and condo associations. Each community has a delegate and up to three alternates who vote when the delegate is unavailable. It is Coalition policy to represent the interests of all the people within the COBWRA service area—even if a community is not a member of COBWRA. This includes proposed communities with no residents yet and brand new communities where they have not yet been turned over to the residents by the developer and are unable to join COBWRA.

About COBWRA
COBWRA is the vision of one man, Dr. Richard Carrington, who in 1981 saw the need for an organization to represent the people living in the county where our government is 20 miles away in downtown West Palm Beach. He wanted an organization that could stand up for building a better quality of life and manage the growth sure to come over the following years. He wanted an organization that would speak up for the people with developers, elected officials, government agencies and nearby municipalities. He wanted a Coalition that made a difference.

COBWRA is still Making a Difference
People who drive through west Boynton often notice the unusual beauty of the area and the lack of urban sprawl and attractive separations of commercial properties from residential areas. You can thank Dr. Carrington and COBWRA.

COBWRA’s Growth Management committee meets monthly with developers, property owners and their agents to review proposals and make sure they meet the needs of the area, follow the West Boynton Community Area and Boynton Beach Blvd – Turnpike Interchange Corridor Plans. The Coalition stays in close touch with Palm Beach County Planning, Zoning & Building officials as proposals appear on county agendas. COBWRA always invites representatives from nearby communities and welcomes members of the public to ask questions and offer their comments and suggestions at Growth Management committee meetings.

COBWRA officers speak before county approval hearings in support of or in opposition to proposals. Often COBWRA recommends approval with specific conditions. Most developers have learned that it is best to have COBWRA’s support before going for county approvals.

More than Growth Management: COBWRA has active committees and programs:

  • Conducting flu shot clinics in community clubhouses.
  • Driving around the area looking for and documenting code enforcement issues.
  • Discussing recent and legislative issues and recommending changes to our state legislators.
  • Following state and county plans for road improvements and construction as well as traffic control concerns.
  • Every month the Safety and Security Awareness committee meets with the security officers of member communities to improve community security, review crime trends and statistics, and discuss ways to live more safely.
  • President’s Forums where community presidents can learn about new laws and better ways to manage communities and share ideas and tips.
  • The education committee maintains our relationships with local schools and helps recruit classroom volunteers.

COBWRA is a Non-Partisan Organization
From the onset, COBWRA adopted a firm policy against endorsement of any candidate for public office or of any political party. All Coalition work and positions taken on issues are based upon a non-partisan approach.

Not Turned Over Yet?
If your community is approaching turnover from the developer, we urge you to contact COBWRA. We offer a free presentation to your community leaders to help organize an Ad Hoc Committee and plan for a smooth transition from developer control to your own association Board of Directors control. You are Welcome at COBWRA Meetings
Every month, except for July, COBWRA holds an interesting meeting with valuable information on community living in our area. Our local and state elected officials and agency people usually attend providing delegates the opportunity to speak directly with a person in charge who can address almost any problem. Coalition meetings are open to the public and no tickets or reservations are needed. See the list of upcoming meetings on the web site for date and location of meetings.

Our Legacy
The COBWRA officers and Executive Board are committed to following the legacy Dr. Carrington laid out for us. We, the volunteers serving COBWRA, invite you to join with us and help keep west Boynton the best place to live in Palm Beach County.
